On October 31, 2024, the "High-Quality Development Forum on the Full Chain of Enrollment, Cultivation, and Employment in Sino-Foreign Cooperation in Running Schools" was successfully held during the 25th China International Education Conference. The event was hosted by the China Education Association for International Exchange and organized by New Oriental International Education.
With the steady advancement of high-level opening up of education, Sino-foreign cooperation in running schools has gradually gained attention and recognition. The forum aimed to discuss the comprehensive development of Sino-foreign cooperative education in enrollment, cultivation, and employment, providing a platform for industry professionals to share experiences and explore future development directions. During the forum, numerous renowned experts and senior professionals in the industry gathered to analyze and share the latest trends, successful cases, and challenges faced by Sino-foreign cooperative education, under the chairmanship of Li Daoliang, Dean of the International College at China Agricultural University.

At the event, Wang Yongli, Vice President of the China Education Association for International Exchange, and Meng Tao, Secretary-General of the Sino-Foreign Cooperative Education Institutions Joint Conference, delivered opening speeches, expressing their expectations for the forum and the direction and development of Sino-foreign cooperative education. Wang Yongli emphasized that introducing high-quality educational resources is not simply about copying others' methods but about absorbing, digesting, integrating, and innovating the entire chain. Regardless of global changes, we must adhere to the principle of opening up while also considering how to seek new breakthroughs and innovations in cultivating students and strengthening high-quality education.

With the complexity of international relations and the rise of anti-globalization trends, the development of Sino-foreign cooperative education also faces severe challenges. Meng Tao stated that Sino-foreign cooperative education urgently needs to shift from expanding scale to improving quality and must serve the strategic needs of national reform, opening up, and innovation. He pointed out that only by improving educational quality can we truly cultivate high-quality talents that meet the demands of the times. In addition, Meng Tao emphasized that in the face of changes in the global educational environment, we must actively explore new cooperation models to cope with future challenges and ensure that Sino-foreign cooperative education maintains its competitiveness on the international educational stage.

As the organizer of the event, New Oriental International Education has deepened its cooperation with Sino-foreign cooperative education institutions, departments, and programs, enhancing students' international perspectives and promoting the cultivation of international talents. Regarding the current status and future of enrollment, cultivation, and employment in Sino-foreign cooperative education, Liu Shuoyang, Vice President of New Oriental Education Technology Group and President of the New Oriental International Education Training Division, gave a keynote speech on "Cultivating the Future: New Oriental’s Role and Attempts in Sino-Foreign Cooperative Education." He pointed out that with the rapid development of Sino-foreign cooperative education in recent years, there is a clear trend toward localization of international education. More and more people are willing to participate in Sino-foreign cooperative education, and New Oriental hopes to be a valuable complement, providing high-quality educational services to Chinese students and parents.

Education itself is a slow "art," and the development of Sino-foreign cooperative education has also gone through a long process. Regarding what New Oriental can do in the development of Sino-foreign cooperative education, Liu Shuoyang stated that New Oriental is willing to provide extensive publicity channels to assist in the promotion of Sino-foreign cooperative education institutions, departments, and programs, including organizing online and offline exhibitions, special seminars on Sino-foreign cooperative education, and using diverse new media channels such as WeChat public accounts, Xiaohongshu, and video accounts for efficient information dissemination.
At the event, Liu Shuoyang introduced New Oriental's "Vision Sino-Foreign Cooperative Education Alliance Benefits Card" and launched the pre-release ceremony for the New Oriental "Sino-Foreign Cooperative Education School Selection Mini Program." This mini-program is expected to be officially launched in March or April next year, aiming to answer questions for parents and students about Sino-foreign cooperative education school selection, providing more professional and efficient services to help them make informed choices from the many Sino-foreign cooperative education programs.

New Oriental International Education has always maintained stable and high-quality teaching output, helping students improve their English proficiency and laying the foundation for their successful entry into ideal institutions. Regarding New Oriental's role and attempts in Sino-foreign cooperative education, Liu Shuoyang concluded that New Oriental hopes to provide strong resource support for the long-term development of Sino-foreign cooperative education, jointly maintaining the stability and diversity of the ecosystem, and achieving the healthy and sustainable development of Sino-foreign cooperative education.
Over the years, Sino-foreign cooperative education in China’s higher education institutions has flourished, with significant overall strength and advantages. In this forum, several deans and presidents of Sino-foreign cooperative institutions shared their practices and strategies for the high-quality development of enrollment, cultivation, and employment in Sino-foreign cooperative education.

Shen Weiqi, Party Secretary of the University of Nottingham Ningbo China, shared the practice of adhering to international evaluation and certification to promote the high-quality development of Sino-foreign cooperative education, using the University of Nottingham Ningbo China as an example. He pointed out that evaluation and certification are essential links in the quality assurance system. The evaluation and certification of Sino-foreign cooperative education must first meet the quality standards of the foreign partner institutions. At the same time, the goal of our education is to nurture talents for the party and the country, and our evaluation and certification must also meet the requirements of the party and the state for talent cultivation.

Regarding the cultivation model and practice of high-quality development in Sino-foreign cooperative education, Wu Wenying, Dean of Beijing Polytechnic University - Dublin International College, pointed out that without high-quality education, it is impossible to cultivate globally competent talents. Beijing Polytechnic University - Dublin International College achieves in-depth international integration of resources and steadily improves the quality of enrollment, cultivation, and employment through the construction of a "dual collaboration and co-construction, co-management" operational mechanism and a "multi-dimensional full-chain" quality assurance system.

Regarding talent cultivation and high-quality career development in Sino-foreign cooperative education, Yang Ming, Party Secretary of Shanghai Jiao Tong University - Michigan College, reviewed the history of cross-century exchanges and cooperation between Shanghai Jiao Tong University and the University of Michigan, sharing the college's practices in talent cultivation and career guidance. He emphasized the educational philosophy of global vision, interdisciplinary approach, innovation as the way, and quality as the foundation, cultivating innovative talents with multidisciplinary backgrounds and creating a talent cultivation system supported by alumni to help the internationalized educational system reach new heights.

As one of the earliest Sino-foreign cooperative universities in China, Xi'an Jiaotong-Liverpool University has achieved remarkable results in cultivating internationalized talents. Regarding the university's talent cultivation strategy, Bi Xin, Party Vice Secretary of Xi'an Jiaotong-Liverpool University, stated that the university is an explorer, influencer, reshaper, and pioneer. It always insists on focusing on brand building and management, continuously optimizing international enrollment strategies and talent cultivation approaches, and consolidating its leading advantage.

Regarding the unique role of Sino-foreign cooperative education in Chinese higher education and the standards for measuring the success of Sino-foreign cooperative universities, Yang Yixin, Academic Vice President of Wenzhou-Kean University, delivered a keynote speech titled "Creating an Inclusive and High-Level Internationalized University, Welcoming the Common Challenges of Sino-foreign Cooperative Education." He pointed out that Sino-foreign cooperative education is more important for breaking through the homogenized talent cultivation. Wenzhou-Kean University is not an "elite school"; what it aims to do is balance inclusiveness and high-level internationalization in educational practice, contributing to real holistic education.

Upholding the open and inclusive educational philosophy and development requirements of New York University, Meng Xuchu, Director of the U.S. President’s Office at Shanghai New York University and Head of the Chinese Student Recruitment Group, shared the recruitment channels and strategies for different student groups in Sino-foreign cooperative education. He emphasized that for Sino-foreign cooperative education, communication is the biggest strategy, and consensus is the biggest channel. Recruitment should promote closer connections, unity, and better cooperation between Sino-foreign collaborative institutions.

Jiang Jiuwen, Party Secretary of Southwest Jiaotong University - Leeds College, delivered an insightful speech from the perspective of student training outcomes and case analysis. He stated that Southwest Jiaotong University - Leeds College has successfully achieved high graduation rates, high employment rates, and high further study rates by building the "TAFSS" five-in-one academic support system, enhancing scientific research and innovation awareness, providing study abroad planning support, and cultivating international competencies.

Regarding internships and employment for students in Sino-foreign cooperative education institutions, Fan Xiaoli, Dean of the Engineering College at Northwestern Polytechnical University - Queen Mary University of London, stated that globalization demands four main qualities in talent: cross-cultural communication skills, technical adaptability, global thinking and strategy, and innovation and lifelong learning. Northwestern Polytechnical University - Queen Mary University of London Engineering College, guided by the school's "chief designer for talent cultivation" culture, offers full-process guidance for students’ academic and employment planning, helping them grow and succeed.

The direction and development of Sino-foreign cooperative education is not only an important issue in the education field but also an important initiative to promote the internationalization of the country's education.
